"Toronto Hydro crews discovered the outage was caused by a suspected third-party dig-in at an active construction site, spokesperson Brie Davis said in an email Thursday. The work that caused the dig-in is unrelated to Toronto Hydro but resulted in damage to our infrastructure. Repairing this damage required our crews to excavate 14 feet underground in to order to access the impacted area, he said."
