San Jose City Council voted 6-4-1 to delay reinstatement of the Police Department's Mounted Unit until next year's budget approval. The Mounted Unit had operated for more than 100 years and was disbanded in 2018 because of financial and staffing constraints. Councilmembers supporting the delay cited a projected $25 million deficit and competing budget priorities such as senior food programs. Supporters, including the mayor, police leaders and business advocates, said mounted patrols would provide a visible, humanizing police presence downtown. Opponents questioned effectiveness for issues like break-ins and raised civil liberties and historical concerns about horseback policing.
