Newsom called it a 'gimmick.' Now he's using the trick to lower California's massive deficit

With a windfall of cash five years ago, Gov. Newsom eliminated a budget 'gimmick' dating back to the Great Recession but has now agreed to use it again if needed, even though California is not currently in a recession.

Governor Newsom and Democratic lawmakers are predominantly resorting to borrowing, deferring funding, and tapping into reserve funds, rather than implementing significant actual cuts to address the historic budget deficit.
