At 7:17 a.m. on westbound I-80 in Hercules near Highway 4, a Richmond Police detective spotted a stalled car blocking a lane and activated emergency lights of an unmarked vehicle to assist what was believed to be a stranded driver. After stopping, the detective saw a man near the car holding a metal object police believe he had been swinging at passing drivers. An altercation followed and ended when the detective shot the man, who died at a hospital; the detective had minor injuries. Earlier callers reported the same person driving recklessly and colliding with vehicles. Uncertainty about whether the man was armed prompted the California DOJ to take over the case under AB 1506.
