Since then, schools across the Bay Area and state have reassured families that they would not allow immigration officers on campus or release student data without a warrant and many took protections a step further by designating their campuses as safe havens from immigration activity."

The laws prohibit federal immigration officers from concealing their identities and bar agents from entering campuses without a warrant or court order. The measures follow the rescission of a 2011 policy that had limited ICE access to sensitive locations and follow presidential promises of mass deportations. Schools across the Bay Area and state reassured families, designated safe-haven campuses, and refused to release student data without warrants. The California Department of Education reported multiple disruptive and disturbing enforcement incidents since spring 2025, and officials warned that trust between law enforcement and communities has been undermined.
