California's rainy season is here. What does it mean for its water supply?

December downpours caused floods, and storms have continued in California. Downtown Los Angeles has exceeded its yearly rainfall. Yet, Northern California is on track to reach its annual average.
But while rainfall has reached historic levels in Southern California, it remains to be seen if the year will be regarded as very wet for the state overall.
