California Requires Solar Panels on New Homes. Should Wildfire Victims Get a Break? | KQED
Briefly

Assembly Bill 2787, which passed the committee unanimously, would give some poorly-insured, low- and middle-income homeowners a break from the state's solar-panel building requirement post-natural disasters. It aims to exempt those at or below median income from the building codes mandating new solar panels on damaged homes.
The bill would limit the exemption to those without insurance coverage for solar upgrades, set to expire in 2028. However, the approval of the bill in the Senate and Governor Newsom's support remain uncertain, as he vetoed a similar bill earlier to promote greener energy practices.
Joe Patterson highlighted the significant increase in households covered by the FAIR Plan in his district from 2019 to 2023, emphasizing the insufficiency of the coverage to meet the high solar system costs, estimated at around $25,000 per home.
