California ranks 15th in 'tenant friendliness,' study finds

California ranks 15th in tenant protection laws among US states, below several East Coast states, including Delaware, Rhode Island, Massachusetts, and New York. Even some traditionally less liberal states have stronger protections. The study indicates that while more stringent tenant protections can reduce evictions, they may also result in higher rents and increased homelessness. Hawaii has the strongest tenant protections, while Utah shows a pro-landlord tilt. This research suggests that stronger protections relate to tighter and less affordable rental markets.
"One might think that coastal blue states might have more tenant friendliness, but that's not always the case," said Coulson, director of UCI's Center for Real Estate. "By our index, California is not even in the top 10."
"While stringent regulations may reduce evictions, they could lead to unintended consequences such as inflated house prices and heightened homelessness," the study said.
