Voters in Alaska, California, Missouri, and Massachusetts will decide in November whether to raise their minimum wages, amidst stagnant federal rates since 2009.
Advocates argue that the current federal minimum wage of $7.25 an hour is inadequate, with Kamala Harris stating it amounts to 'poverty wages'.
California's Proposition 32 seeks to boost the minimum wage to $18 an hour, which, despite being insufficient for the lowest cost of living, is seen as a positive step.
Historically, ballot measures to raise the minimum wage have been largely popular; of 28 measures proposed since 1996, only two were voted down.
