Nationwide, Challenger reported that announced layoff plans for all government workers totaled 307,600 in the first 10 months of 2025 the largest cut in any industry and up 269,900, or 715%, in the past year."
California-centric layoff plans hit 158,700 workers through October 2025, representing 14% of 1.1 million U.S. layoff announcements. Layoff location was tracked by corporate headquarters or specified cut sites when mentioned. Challenger, Gray & Christmas compiled announcements from major corporations across the 50 states and the District of Columbia. Challenger expects 2025 to be the worst year for this layoff metric since the Great Recession, excluding 2020. Washington, D.C. led with 303,800 announced cuts, followed by California, New York, Georgia, and Washington state. Government cuts totaled 307,600, while technology, warehousing, and retail also saw large increases.
