Brendan Sullivan, a former police officer, was fined $500 and lost 60 vacation days for harassing a 311 complainant by leaving bizarre voicemails.
Sullivan’s bizarre harassment included posing as a romantic partner and making strange animal noises on voicemails, showcasing an inappropriate misuse of his position.
The harassment began after Paul Vogel publicly alleged that 311 calls about illegal parking were ignored, prompting Sullivan to retrieve his phone number from complaints.
Sullivan had a history of problematic behavior, including a lawsuit over antisemitic harassment towards a fellow officer, for which he was penalized by the NYPD.
