City's New Contract Registration Rule Sparks Frustration Among Minority Entrepreneurs

Despite recent efforts by New York City's education department to improve contracting opportunities for minority- and women-owned businesses (M/WBEs), progress has been minimal. A year after procurement rule changes were implemented to increase contracts, statistics reveal that only 6% of $34.6 billion in city contracts were awarded to M/WBEs, with less than 2% going to Black, Asian American, Hispanic, and Native American-owned enterprises. Business owners are frustrated by the slow implementation of these changes by the comptroller's office, which has impeded growth opportunities for minority vendors.
