The Trump administration announced on Dec. 22 a pause on leases for five East Coast offshore wind farms, including Empire Wind 1. The pause is the second stop this year, following an April halt that was reversed in May after state and city officials intervened; the project had a planned completion by the end of 2026. The administration cited classified Department of War reports identifying national security risks from turbine blade movement and highly reflective towers creating radar "clutter" that impedes threat detection. Empire Wind 1, operated by Equinor, is more than 60% complete and includes an operations and maintenance hub at the South Brooklyn Marine Terminal.
