DSS's inadequate data management led to discrepancies in cases, and delays in issuing Shopping Letters extended the homelessness for numerous families reliant on the CityFHEPS assistance.
The report also pointed out that DSS often failed to make timely rental payments, sometimes even continuing payments after tenants had returned to shelters, creating further complications in the system.
