Officers observed approximately six moped/scooter operators who, upon noticing the police presence, fled the area at high speeds, believed to be operating either outside their license class or in violation of other laws.
Police said the 20-year-old was arrested after officers allegedly discovered that the scooter he was driving in a 'reckless manner' was stolen.
