At the January meeting of the South Central Waterfront Advisory Board, staff from the Planning Department said the city's legal staff advised moving toward a plan that emphasized incentives for developers to opt in to the community benefits sought for the area through increased density.
Much of the mix of parcels immediately east and west of South Congress Avenue south of the Ann W. Richards Congress Avenue Bridge could qualify for a floor area ratio of 24:1 under the revised guidelines.
