""I want to get to the bottom of why it was changed, how it was changed, how it happened, and again, ensure that it does not happen again," she said to reporters. "I am just as curious as you.""

A shelter-in-place alert sent just after 6:30 a.m. to more than 178,000 residents was canceled about an hour later while the shooter remained at large near an elementary school. The shooter had shot an Austin police officer and critically injured another person near Zilker Park before fleeing toward Barton Hills Elementary School. Parents received a school district text minutes after dropping off children warning the area was not safe and that the lockdown remained in place. The police department is investigating why the all-clear was issued and officials say they want to prevent a repeat of the communication failure. Residents expressed outrage over perceived lapses in public safety notification.
