Matt Ryan would not commit to Michael Penix being the Falcons' starting quarterback when Penix returns from a torn left ACL. Penix underwent surgery after the injury last November and is expected to be sidelined nine to 12 months. Ryan said he and the new general manager are not the head coach and cannot determine the starter. Ryan reported that Penix has been actively rehabbing at the facility and is in a good space. Ryan led the search that hired GM Ian Cunningham and head coach Kevin Stefanski. Penix completed 60.1% of passes for 1,982 yards, nine touchdowns and three interceptions in nine games. Kirk Cousins is likely to be released for salary-cap reasons after completing 61% for 1,721 yards, 10 touchdowns and five interceptions in 10 games.
