A luxury mall in Bal Harbour, Florida, is aiming to tackle the lack of affordable housing by using a new state law that allows developers to bypass certain zoning rules.
The owner of Bal Harbour Shops has filed an application to build a 20-story hotel and three residential towers with 600 units, 240 of which would be priced as workforce housing.
Local officials are not happy about the new law, as it strips them of their power to reject projects like these.
