The State of Israel has launched a preemptive strike against Iran, declaring a special and immediate state of emergency throughout Israel. Citizens were warned to remain near protected areas following the announcement by Defense Minister Israel Katz.

"The Cuban government has not demonstrated that it will refrain from the use of excessive force against United States vessels or aircraft that may engage in memorial activities or peaceful protest north of Cuba. Further, the unauthorized entry of any United States-registered vessel into Cuban territorial waters continues to be detrimental to the foreign policy of the United States because such entry could facilitate a mass migration from Cuba."

The Home Rule Act, signed in 1973 by President Richard Nixon, lets the president command the district's police department for up to 30 days in an emergency. After that, Congress must pass a joint resolution to extend federalization of local police.
