Luis Rubiales forcefully kissed' England player at Women's World Cup
Disgraced former Spanish football federation president, Luis Rubiales, forcefully kissed an England player and a Spanish player without their consent.
English Football Association chair, Debbie Hewitt, reported the incidents to FIFA and described feeling uncomfortable and embarrassed by Rubiales' behavior.
FIFA's disciplinary committee considered imposing a more severe sanction on Rubiales due to the negative impact of his actions on the image of FIFA and women's football.
