It's hard to overstate the importance of the myth of mass noncitizen voting to the MAGA mind-set. It's at the heart of the white-supremacist Great Replacement Theory, which claims nonwhite immigrants are taking over America via the ballot box. And it's not just fringe voices pushing this myth. It's the basis for Donald Trump's bizarre claim in 2016 that he would have won the popular vote against Hillary Clinton if not for the "millions" of votes cast by illegal immigrants.

We all saw what happened on Jan. 6, 2021. Donald Trump urged his followers to prevent the lawful transfer of presidential power, even though he lost the 2020 election by 7 million votes. He was immediately impeached for this. A majority (57 percent) of the U.S. Senate, including seven Republicans, voted to convict Trump and banish him from office forever.

"It has been baked in that the states are largely in charge of the election process, and that the federal government can set or override rules for that process if they wish, but it's very specific that that has to be done through Congress and not through lone executive action," said Justin Levitt, a constitutional and law of democracy scholar at Loyola Law School who was a non-partisan policy adviser for Democracy and Voting Rights during the Biden White House.
