It's a sight that usually means California is having a good winter and water supplies are healthy. This week, operators at Oroville Dam, the tallest dam in the United States, which holds back California's second-largest reservoir, opened the spillway gates and began releasing billions of gallons of water down the massive concrete spillway into the Feather River below. The reason? It's not to waste water. But to prevent potential floods.

It happened just three days after we moved in. My husband took a bath, and as the tub drained the pressure of the draining water caused a pipe to separate in the basement and flood our downstairs bathroom and laundry room. Looking back, I've realized this entire problem could have been avoided if I had just done one thing: run a bath before renting or buying a home.

City officials in Brooklyn are encouraging residents, particularly from flood-prone areas like Brighton Beach, to assist in clearing street drains after sustained damp weather.
