The European Commission is proposing a 12th round of sanctions against Moscow, including restrictions on scores of individuals apparently including the son of the former president Dmitry Medvedev and a relative of Vladimir Putin's.
The proposed sanctions also include banning the sale of Russian rough diamonds and jewelry using gems from Siberian mines, which could remove more than $4.5 billion a year from Kremlin coffers.
The inclusion of relatives of senior officials, including the Putin family, in the sanctions list is likely to anger the Kremlin.
