City investigators ruled the death of a 51-year-old man found with injuries to his head and neck in his Brooklyn building a homicide, police announced Monday. The body of Justin Tetro was discovered inside his apartment building on Pennsylvania Ave. near Fulton St. in Cypress Hills after a social worker linked to the victim requested a wellness check around 11:04 a.m. on Thursday, cops said.
