Russian Foreign Minister Sergei Lavrov criticized NATO, the EU, and the West during a speech at the annual meeting of the Organisation for Security and Cooperation in Europe (OSCE).
Lavrov referred to the OSCE as an "appendage" of the EU and NATO and blamed NATO's expansion for the return of war to Europe.
Lavrov's presence at the OSCE meeting led to boycotts by the Baltic countries and Ukraine, and Western ministers criticized his remarks.
