The first phase of Norway's New Government Quarter in Oslo has been completed on the site of the 2011 terrorist attack. Nordic Office of Architecture led the design team to create a 'design for democracy' that reopens the heart of Norway's political center. The masterplan reconnects the government quarter with Oslo's historic center through new routes and public spaces. The scheme brings government ministries together in an open yet secure civic landscape, consolidating nearly all Norwegian ministries in a single flexible campus for approximately 4,100 employees. Local materials and crafts are integrated throughout the new and refurbished buildings.
