The move, driven by energy efficiency concerns for the 1994-built Wood Quay offices, will free that site for redevelopment into 530 apartments—three blocks of cost-rental units and one of social housing. Refurbishing Wood Quay would now cost €487m-€504m, significantly higher than previous €350m-€400m estimates, making relocation economically preferable.
