Tokyo is concerned Russia could increase pressure in the Pacific theatre amid broader regional assertiveness. Japanese officials focus on activity around the Sea of Okhotsk north of Hokkaido, where Russia is believed to have expanded deployments of aircraft and missile systems. The Northern Territories, controlled by Russia but claimed by Japan, remain a diplomatic flashpoint and have blocked a formal peace treaty since World War II.
