The Council of Europe and Ukraine signed an agreement to create a special tribunal targeting the crime of aggression following Russia's invasion. This tribunal aims to hold top Russian officials accountable, including President Putin, for their decisions leading to the war. Ukrainian President Zelenskyy emphasized the need for strong international cooperation to ensure accountability, while EU Foreign Affairs Representative Kaja Kallas noted that all evidence of war crimes has been documented. The tribunal will address legal gaps the International Criminal Court has struggled with regarding the crime of aggression itself.
