Japan implemented a five-year plan to place experts, analysts and bureaucrats in key United Nations positions, producing a record number of Japanese nationals in UN agencies worldwide. The growth aims to counter perceived Chinese influence within the UN, where Tokyo views Beijing as using multilateral diplomacy to sway other nations. Concerns exist that some Chinese UN staff advance Beijing's interests rather than remaining neutral. China seeks UN representation proportional to its population and financial contributions and has placed staff on important committees. Beijing has been sensitive to criticism over Xinjiang; critics allege interference and delays in the OHCHR report published in August 2022. China also uses large aid packages and a rapidly expanding military as additional means to influence developing countries.
