Iranian authorities have accused foreign countries, particularly Israel and the United States, of fomenting unrest and backing protests across Iran. President Masoud Pezeshkian alleged that actors linked to Israel's June strike are attempting to escalate economic protests by training people inside and outside Iran and by bringing in terrorists, and he blamed attackers for incidents in Rasht and for burning mosques. US President Donald Trump signalled readiness to attack, while Israeli officials and former US officials acknowledged operatives on the ground, with references to Mossad agents alongside Iranian protesters.
