Seizures, sanctions and prolonged operational collapse have severely undermined investor confidence in Venezuela's oil industry. US political focus links regime change to reclaiming Venezuela's energy assets, yet multinational oil firms remain reluctant to reengage. Historical nationalizations, arbitrary asset seizures, weak rule of law, corruption, opaque contracts and international sanctions create legal and commercial risks. Physical deterioration of fields and depleted production capacity raise the scale of required capital and technical intervention. Any sustainable return of major investment will require credible governance reforms, legal guarantees, transparency, sanctions relief and vast financing and technical rehabilitation.
