The IAEA issued a resolution on November 20 calling on Iran to extend full and prompt cooperation as the agency seeks clarity on enriched uranium stockpiles and safeguarded facilities. Since the 12-day war between Israel and Iran, Tehran has not granted IAEA inspectors access to facilities attacked by a US strike in June. Moscow is expanding nuclear cooperation with Tehran, with Ambassador Alexei Dedov stating that cooperation has reached an unprecedented level and that Moscow supports Iran's nuclear program. At the end of September, Russia and Iran signed a memorandum of understanding for small-scale nuclear plants, and Rosatom finalized a $25 billion deal to build four plants. Iran currently operates one reactor in Bushehr; a second reactor announced in 2016 remains unimplemented. Analysts say Russia has often promised more than it has delivered and view realization of the new memorandum as unlikely soon given Russia's broader regional relations.
