Maduro is scheduled for arraignment in Manhattan federal court at noon. The Brooklyn detention center has housed notorious high-profile inmates but carries a reputation for maggot-infested food, dirty cells and frequent power outages. Some judges have even refused to send suspects there. Maduro previously lived in presidential luxury and publicly dined on gourmet steak amid national shortages.
