The proposed transit route has been a significant point of contention between Yerevan and Baku. The two countries have long clashed over Nagorno-Karabakh; Azerbaijan regained control in 2020 and conducted operations in 2023 that displaced most of Karabakh's Armenian population. Both sides have expressed intent to renounce territorial claims and refrain from using force.
