The Kremlin has demanded that Ukraine withdraw from the heavily industrialised eastern Donbas region, comprised of Donetsk and Luhansk, where the fiercest fighting continues. Kyiv has firmly rejected this condition. Beyond that, it is also forbidden by the Ukrainian constitution to cede the eastern territory, which Russia is demanding."
