Global challenges cannot be solved by a single dominant power or by dividing the world into competing spheres of influence. Two poles centered in the US and China create risks to future stability. A stable world requires multipolarity to sustain peace, generalize development, and allow values to prevail. The basic responsibility for international peace and security resides with the UN Security Council, which alone can adopt decisions binding on all member states. No other body or coalition can legally compel universal compliance with decisions on peace and security. Reform of the Security Council is necessary to enhance UN effectiveness.
