Russia launched drone and missile strikes on Kyiv and Kharkiv during the talks, causing at least one death, at least 15 injuries and widespread outages of heat, water and power after attacks on energy infrastructure. The governor of Belgorod accused Ukrainian forces of attacking and damaging local energy infrastructure.
