Defence Secretary John Healey said the UK is coordinating with allies to pursue plans to seize Russian 'shadow fleet' vessels and use their oil to support Ukraine. Russia has deployed hundreds of ageing tankers with obscured ownership to evade sanctions on oil exports since its invasion. British forces assisted US troops earlier this year in seizing an oil tanker accused of carrying sanctioned oil. The UK has not yet boarded shadow fleet vessels but is exploring military and legal options, with a Joint Expeditionary Force meeting planned. Healey noted 250 ships sanctioned in the past year and a quarter reduction in Russian oil revenues.
