The United States hosted the presidents of Rwanda and the DRC to finalise a US-brokered peace agreement and to announce Washington will buy rare earth minerals from both countries. The ceremony formalises accords reached in June after March talks in Qatar between DRC President Felix Tshisekedi and Rwandan President Paul Kagame. Violence on the ground has continued despite the agreement, but the deal requires Rwanda to end support for the M23 rebel group and the DRC to help neutralise Hutu militias, notably the Democratic Forces for the Liberation of Rwanda. Both countries must respect each other’s territorial integrity and pursue regional economic integration. The agreement raises hopes of ending fighting in the resource-rich eastern DRC, where M23 advances and renewed violence evoked fears of 1990s-scale wars that killed millions.
