He had five extradition requests from Chilean courts for human rights violations during the Pinochet dictatorship and had lived in the United States for nearly four decades. Fernandez participated in the 1976 Washington bomb attack that killed Orlando Letelier and Ronni Moffitt and is wanted in Chile for Moffitt's murder and the July 1976 assassination of ECLAC official Carmelo Soria. Witnesses indicate Fernandez was present at the DINA detention site in Lo Curro where Soria was tortured. Lawyers describe him as a trusted man of Manuel Contreras and Pinochet who began participating from the assault on La Moneda Palace on September 11, 1973.
