"In Guangdong province, China's southern economic hub, more than two million residents were evacuated, according to state-run Xinhua news agency. As Ragasa continues its westward trajectory, authorities suspended select train services in the Guangxi region on Thursday. Chinese officials have allocated tens of millions of dollars towards disaster relief efforts. Initially, schools, factories and transportation services were suspended across approximately 12 cities, but some areas farther from the landfall site began preparations to resume operations as wind intensity diminished."

Super Typhoon Ragasa struck the Philippines, Taiwan, Hong Kong and southern China with powerful winds and high seas, uprooting infrastructure and communities. At least 14 people died in Taiwan after a barrier lake in Hualien County overflowed, destroying a bridge and sending violent currents through Guangfu township; 32 people were injured and many residents sought refuge on higher floors. Northern Philippines reported at least 10 fatalities, including seven fishermen. Guangdong province evacuated more than two million residents and suspended services; select train routes in Guangxi were halted. Chinese authorities allocated tens of millions of dollars for disaster relief and some areas began resuming operations as winds eased.
