Crime concentrates in Western Cape, Eastern Cape, KwaZulu-Natal and Gauteng, where organized crime and gangs exert control and spark violent clashes. Kidnappings and armed robberies are increasing, with abductions up 6.8% in the first quarter of 2025. Burglary is the most common household crime despite an 8.5% decline in property offenses. Sexual offenses, mainly rape, continue rising; rape makes up 79% of sexual crimes and is the only contact crime increasing year-on-year. President Cyril Ramaphosa ordered the SANDF to support police, calling organized crime an immediate threat to democracy, society and economic development.
