Authorities suspended work and closed schools and government offices across the Manila region and 29 provinces. Evacuations were carried out in coastal and low-lying areas, and families sheltered in evacuation centers. Dozens of domestic flights and ferry services were cancelled amid warnings of heavy flooding, landslides and widespread power outages. Taiwan issued land and sea warnings and initiated small-scale evacuations, while southern China prepared large-scale evacuations including vulnerable populations in Shenzhen.
