After two days of talks in Berlin, US officials resolved about 90% of the problematic issues between Russia and Ukraine. The Russian side was absent from the talks. Proposals negotiated between Kyiv and Washington could be finalised within days and then presented to the Kremlin by American envoys. The US Congress is expected to vote on legally binding security guarantees that would mirror Nato's article 5. Five documents are planned, including security guarantees.
