Palau faces uncertainty over an agreement to resettle up to 75 third-country migrants facing removal from the United States after the Palau senate voted to block the resettlement and propose a non-binding public referendum. President Surangel Whipps Jr signed the memorandum of understanding in December and described the arrangement as a lawful, humane solution that respects Palau’s people, laws, and limited capacity. The lower house must still consider the deal and the final decision rests with the president.
