Pakistan's deputy prime minister accused India of manipulating Chenab River flows, reporting "unusual, abrupt variations" between December 7 and 15 and earlier in April and May. Pakistan contacted New Delhi over the variations and warned that attempts to restrict, divert, or increase flows would be considered an "act of war." India unilaterally withdrew from the 1960 Indus Water Treaty in April after a Kashmir terror attack and cited "fundamental changes," "population dynamics," and the "need to accelerate the development of clean energy," while undertaking new dam construction. The withdrawal preceded deadly cross-border hostilities in May and threatens farmers and millions of Pakistani citizens.
