The attack was the deadliest in Islamabad since a 2008 Marriott Hotel bombing. Shiites, a minority in Pakistan's predominantly Sunni population, have been targeted by Islamic State and Tehreek-e-Taliban Pakistan in past sectarian attacks. The TTP maintains larger forces, wider territorial reach, advanced weapons, cross-border safe havens in Afghanistan, and multilayered funding, while ISKP remains an unpredictable threat despite smaller size. The government faces significant challenges countering a recent surge in militant attacks.
