Washington revised an earlier leaked 28‑point draft after criticism that it favoured Russia. The Kremlin condemned Kyiv and European counter-proposals as unacceptable. Putin warned Europe was effectively on the side of war and announced increased Russian strikes on Ukrainian ports, vessels, and supporting tankers.
